Assuming fully drained ev battery. The ring light not yet showing activity like normal charging. How long should it take for charging to show as active?

Pretty sure it flashes for the quarter that is currently filling. So it should be flashing 1 segment from the start.

Unless not all the LEDs are working. the charge rings are notorious for segments dying. maybe the 1st quadrant is dead?
