LEDs in headlights flickering

Today I noticed for the first time while parked facing the wall in our garage that the LEDs were flickering. Both sides were flickering. I have not previously noticed this in daylight. Has anyone else seen this? What could be the cause?

Yes, it has been noticed before. Annoying, but seemingly normal.
