So far, I see you want a charging station at 240V and 32 A.
I ordered a SPX home charging station 240V 32A using a NEMA 6-30R recepticle.
Can you program the charging computer to use say only 28 amps or 25?
Is there something that senses a voltage drop if you try to draw too much current?

Why did you order a 32 amp model if you only want a 25 amp model?

I don't think a voltage drop works well for charging batteries, which is why I think the current (amps) varies as necessary to keep the charging voltage high enough. As the battery pack gets near full, the voltage needs to stay high, but the current drops.

Can you schedule the charging machine to use say exclusive 28 amps or 25?

You'll want to return this charger if you wanted to get a 6.6 kwh (240 volt / 32amp) charing unit.

The SPX unit is for a max of 5.5 kwh charging. The NEMA 6-30R recepticle is CAPPED at 30 amps. The actual draw will be 24 amps while charging. So if your aim is a 25-28 amp drawn then you're good.
