the car is a ford focus electric 2013
i'm located in canada so there is cold weather and snow
charging door doesn't want to open by itself anymore
seems like the mechanism is broken or really rough (i need to open it with a screw head)
its the door that open and do a 180 degrees

do I have to change the full part or only a spring or anything can be change

the door is in perfect condition

Seems like you linked to the charging port. I think #1, the door is probably what you might need. It all depends on which part comes with all the springs, the door or the port. It is good to see that the parts are listed separately. It implies that you may be able to remove just the door and maybe clean and lube the mechanism to get it working again. I have no idea how it actually comes apart though.
 
but the problem seems the spring inside or something is broken inside the ring

my main concern is that the door doesn't have colour on it so I have to get it paint

easiest solution would be to repair the spring / door / attachment
